<p class="wp-block-paragraph">From: INT<br>To : Cord. OPR<br>Date : 7/6/ 2024<br>Subject: THREAT OF ATTACK ON SOME TRADITIONAL RULERS AND INDIVIDUALS IN BOKKOS, RIYOM AND BARKIN LADI LGAs.</p>



<p class="wp-block-paragraph">Privileged information, revealed that some criminals suspected to be fulani militias, have concluded plans to attack some individuals and traditional rulers in various communities in Bokkos, Riyom, and Barkin Ladi LGAs.</p>



<p class="wp-block-paragraph">The information was discreetly intercepted by a source during conversation between some fulani men. According to the source, the fulanis lamented that hundreds of their cattle were recently rustled by some natives, which they (fulanis) suspected that some traditional rulers and individuals in the aforementioned LGAs were accomplice to the crime, which the fulanis vowed to attack them whenever they had the opportunity. The identified persons are as follows:<br>i. Saf Butura- Traditional ruler of Butura in Bokkos<br>ii. Saf Daffo- Traditional ruler of Daffo in Bokkos<br>iii. Saf Ron/Kulere- &#8221; Bokkos<br>iv. Mishkaghang Mushere- Bokkos<br>v. Gwom Rwei Ropp-Traditional ruler in Barkin Ladi<br>vi. Barr. Dalyop Solomon, President (Berom Youth Moulders)-BYM- Riyom, were accomplice to the crime.</p>



<ol class="wp-block-list" start="2">
<li>COMMENT:<br>In view of the foregoing, it is advised that:<br>i. The aforementioned persons be advised to take their personal security seriously, as it would be devastating if the threats are being actualised.<br>ii. Indebt investigation be conducted to establish the veracity of such claims by the fulanis, which would go a long way to bring about peaceful resolution.</li>

<p class="wp-block-paragraph">DATED APRIL 13, 2022 IN JOS.<br>Gentlemen of the Press, it has become imperative for us as an association to address the press today considering the ugly event that happened on Wednesday, April, 6th, 2022 when Internally Displaced Persons from Rantis Community in Gashish District of Barkin Ladi LGA were attacked at a project site where rebuilding work was going on to ensure they return to their ancestral homes after they were displace from the village sometime in 2015.<br>It&#8217;s no longer news that over 68 villages and communities in Berom land have been sacked and are currently occupied by Fulani militias with no challenge whatsoever either from the Berom native owners or the Government as well as security services in favour of justice, equity and fairness.<br>The plight of Displaced Persons in this general area is yet to receive any meaningful attention in terms of relief, rehabilitation and return from any quotas or authority in the land except the usual infamous slogans, &#8220;Government is on top of the situation, and is assuring all citizens to go about their normal/lawful business without any fear or intimidation.&#8221;<br>Another of such slogans usually on air after and attack and killing is that, &#8220;the perpetrators of the dastardly act shall be fished out and brought to book.&#8221; One wonders how large the so-called book is, taking into account the number of killings and avoidable destructions that have been experienced in Plateau State for one. If the said slogans were to be true expressions of commitment on the part of Government and security agents, the issue of attacks and killings by the Fulani militias and other terrorist networks would have long been addressed adequately.<br>In fact, the plight of the Internally Displaced Persons has been reduced to verbal condemnation of attacks and killings, verbal assurances of justice, verbal promises of assistance which, to us, amount to mere lips service and indeed, mockery of the victims. The unbelievable reality is that these empty slogans are shamelessly repeated on air when attacks and killings are perpetrated.<br>Gentlemen of the Press, it&#8217;s already an established fact that in broad daylight, Nigerians are witnesses to massive land grab and massacres by the Fulani militia and other terrorist networks in Berom land and indeed, other parts of Plateau State with no attendant consequences from constituted authority and security agents to either forestall, apprehend or deter the perpetrators. Unfortunately, this is now the price that the Berom and other hospitable, accommodating and peace loving natives have been forced to pay for hosting the Fulani. In our view, the justification for the flagrant abuse, utter disregard and violation of the Fundamental Human Rights of the natives in the face of a weak and oscillating public opinion has to be sought within the parameters of a wider Fulani jihadis agenda in Nigeria.<br>Our understanding of the onslaughts on innocent civilians and unsuspecting Berom natives is that our lands are earmarked for Fulani forceful occupation, subjugation and subsequent annexation. The Fulani strategy is that of terrorism while the tactics is occupation and guerilla warfare with impunity in this 21st Century!<br>Furthermore, we want Nigerians and the world to know that Internally Displaced natives in Plateau State have not only been neglected to their fate, but are today effectively been sabotaged, so they forfeit rebuilding their homesteads thereby surrendering to the occupiers of their lands. To our knowledge, so many have been killed, maimed and injured while making self-efforts at rebuilding their homes and livelihoods. It&#8217;s not surprising that IDPs are suffering their fate without assistance and support while Fulani militias are drawing from the strength and sponsorship of terrorist networks, funding and unfettered supply of arms and ammunitions.<br>In this light, the following cases readily come mind:-</p>



<ol class="wp-block-list"><li>The aborted rebuilding of Zim village in Ropp District of Barkin Ladi lga.</li><li>Frustrating vandalization of Jong, Zim and Lukfine villages of Ropp District in Barkin Ladi LGA against their desire of return. Such reprehensible conduct has also be extended to Kurra-Berom, in Gashish District of Barkin Ladi LGA and Darin village of Jol community in Riyom LGA sometimes between 2014-2019 aside hudreds of people killed, thousands massively displaced within the periods in view. These, amongst other occurrences especially, the genocide of 2018 that pricked the conscience of Federal Government to pronounce a donation of #10 Billion for victims of Barkin Ladi and Riyom LGAs, and also an establishment of Mobile Police Squadron in Gashish which till date have never seen the light of fulfillment of promises. We equally sympathize with native inhabitants of Kanam LGA over the recent massacre of innocent Plateau people by some terrorist element, whose aim is to dislocate the socio-economic live of the unsuspecting victims.<br>The recent case of Rantis village of Gashish District in Barkin Ladi LGA deserves further consideration and comment. Here, two vibrant youth lost their lives and are being buried today, two are fatally injured and are presently battling for their lives in Jos University Teaching Hospital-JUTH while two others are outpatients.<br>It&#8217;s on record that the notice of the rebuilding effort of Rantis was made to relevant security agents in the area including the Local Government authority, and prior meeting was held with leaders of the Fulani with a view to securing peaceful atmosphere in and around the area. Shockingly, the IDPs of Rantis were brazenly attacked in the afternoon of Wednesday, 6th April, 2022 with no challenge whatsoever from any security agents, only to appear belatedly for the evacuation of corpses and the injured.<br>Again, we understand that some suspects have been arrested based on intelligence reports. We pray they will not be released unless and until there is validation and authentication of that against the testimonies of the victims/survivors. Curiously, one of the said attackers today, is said to have been boasting and provocatively parading himself as a sacred Cow who is above the law. This association however wants to commend the effort of Operation Safe Haven and other sister agents in trailing the suspects so far, and also the cooperation of Barkin Ladi LGC in this moment of Rantis travail. As advocate of justice, equity and fairness, the Association is assuring all Berom and lovers of humanity that this case will be keenly followed to its logical conclusion.<br>The above account is certainly without prejudice to other established cases of Fulani sabotage aimed at preventing the IDPs from rebuilding their homes and livelihoods. The case of villages and communities in Miango, Kwall, Daffo and Manguna Districts of Bassa and Bokkos LGAs respectively readily come to mind.<br>From the foregoing, the following facts are incontrovertibly evident;</li><li>Federal Government failure to in not only releasing the #10 Billion funds promised, but also non establishment of the Mobile Police Squadron are tacit complacency over the continued degeneration of security situations in the area concerned.</li><li>Government pronouncements and slogans over the media, especially on the plight of IDPs are empty with no commitment therefore has become a source of distraction.</li><li>The Plateau State Government and indeed, the security agents have no clear-cut program and commitment to facilitate the return of IDPs to rebuild their homes and livelihoods;</li><li>The non implementation of Anti-land Grabbing law in Plateau State is presently aiding the territorial expansionist appetite of the Fulani invaders from within and beyond the State.</li><li>Giving the lack of political will and the requisite commitment on the part Government and its agencies to guarantee the security of lives and property of IDPs, it&#8217;s therefore incumbent on youth groups in the affected areas to synergize, collaborate and network for their survival.</li><li>We call on Human Right organizations and Foundation as well as International NGOs to assist/facilitate IDP communities and villages with funds to secure legal service for enforcement of their rights.<br>Finally to the Fulani invaders and land grabbers, we unequivocally declare that no inch of Berom Land shall be ceded no matter the magnitude of terror and killings of our people. The resolve in the land is that, Might” can never be able to be Right”, and good shall always prevail over evil.</li></ol>

<ol class="wp-block-list" type="1"><li><strong><u>INTRODUCTION</u></strong><ol><li>Plateau State of Nigeria has continued to witness increasing cases of attacks by armed Fulani herdsmen since 2001 on hamlets, villages and communities translating into destruction of houses, displacement of persons, illegal occupation of sacked hamlets and villages as well as the denial of access and seizure of farm lands against the provisions of the Land Use Act and, indeed, the Constitution of the Federal Republic of Nigeria 1999 (as amended). This is essentially the background for the enactment of the Anti-Land Grabbing Law of Plateau by the <strong>Plateau State House of Assembly</strong>, and signed into law by <strong>His Excellency, Rt. Hon. (Dr) S. B. Lalong</strong> on the 24<sup>th</sup> day of December, 2020.</li></ol></li></ol>



<ol class="wp-block-list" type="1"><li>The Plateau State Anti Land Grabbing Law in its form and intent, as far as ECCVN in collaboration with Atakar Development Association-IDA, Berom Educational and Cultural Organization-BECO, Irigwe Development Association-IDA and Ron Kunlere Development Association-RKDA (hereinafter referred to as <strong>“the Associations”</strong>) are concerned, seek to add credence to the aforementioned legislations that prohibit any person or group of persons from the forcible takeover of land and/or landed property belonging to either a native, citizen, non-citizen or government in Plateau State.</li></ol>



<ol class="wp-block-list" type="1"><li>Presently, the inauguration of a&nbsp; Task Force to deal with the situation in line with the law is being awaited to provide necessary data and information about the scope, locations, and perpetrators of this crime preparatory to further&nbsp; State action and policies that would deliver justice to the victims in all fours.</li></ol>



<ul class="wp-block-list"><li><strong><u>GROUNDS</u></strong><ul><li>In the considered view of Emancipation Centre for Crisis Victims in Nigeria-ECCVN and the associations (affected ethnic nationalities), this development is highly welcomed and, indeed, long overdue. It is also a golden opportunity for ECCVN and the associations, on behalf victims of land grab to petition the Plateau State Government on the following grounds:</li></ul></li></ul>



<ul class="wp-block-list"><li>That all Communities and individuals affected by this crime should have unfettered access to justice as well as the opportunity to state their cases irrespective of either their knowledge or financial capacity to institute a legal action;<ul><li>While considering the impact of this crime on the victims, all dimensions of such an impact should be duly taken into account for the sake of justice, equity and good conscience; and</li></ul></li></ul>



<ul class="wp-block-list"><li>The law in its entirety should be pursued and diligently implemented to its full extent in terms of the constitution and inauguration of the <strong>“Land Grabbers Task Force”</strong> according to Clause 22 and 23 p. 18 &amp; 19 of Anti Land Grabbing Law of Plateau State, 2020.</li></ul>



<ul class="wp-block-list"><li>In addition to the aforementioned grounds, ECCVN and the aforementioned associations on account of this petition, herewith demand the following from the Plateau State Government:</li></ul>



<ul class="wp-block-list"><li>A clear State action/policy which enjoys adequate appropriation towards securing and the&nbsp; rebuilding of affected hamlets, villages and communities;</li></ul>

<ul class="wp-block-list"><li>Provision of a Medium and long-term Stabilization Grants and Projects of between 3-5 years and/or 7-10 years warranting start-offs of livelihoods, employment and skills acquisition upon the return of victims to their ancestral homesteads.</li></ul>

<ul class="wp-block-list"><li>Furthermore, the Emancipation Centre for Crisis victims in Nigeria with the affected associations have equally provided an outline of the ramifications and impacts of land grabbed on its victims. These considerations are indeed, an integral part of the experiences of victims, especially in terms of inaccessibility to ancestral homelands, threats and intimidation, exploitation and general impoverishment which victims continue to suffer in the face of grabbed lands.<ul><li>Therefore, it would be pertinent for Government to take cognizance of the full implications and costs of the damage occasioned by this crime.</li></ul></li></ul>



<ul class="wp-block-list"><li>While considering the cost of grabbed lands to the victims, it is imperative to note the following:</li></ul>



<ul class="wp-block-list"><li>The duration and time of the invasion and occupation of the properties;</li></ul>



<ul class="wp-block-list"><li>Opportunity cost incurred in terms of the denial of access to streams, routes to farms and gardens, dams for irrigation and fish ponds as well as economic trees and plantations; and</li></ul>



<ul class="wp-block-list"><li>Houses, Worship places, Schools and clinics, Markets, shops &amp; kiosks, canteens and restaurants, mills and workshops, transportation inconveniences; Vehicles, Cars, motorcycles, tricycles and bikes amongst others.</li></ul>



<ul class="wp-block-list"><li>It is also important to note that most of the victims of land grab themselves own Cattle, sheep, Goats, Pigs, Chicken and other animals. Therefore, their losses should include a wide variety of livestock.</li></ul>



<ul class="wp-block-list"><li>Similarly, in terms of crops, cereals and vegetables, it should be clear that a lot of these form the backbone of subsistence and indeed income of many individuals and households through the production, processing and marketing of cash crops such as Fonio (Accha), Finger-Millet, Peas Sorghum,&nbsp; Potatoes, Tomatoes, Beans, Pepper, Banana, vegetables amongst others.</li></ul>



<ul class="wp-block-list"><li>&nbsp;In this sense, it is pertinent to note that when an individual or family loses their lands to grabbers for so many years, it is not difficult to establish the direct link between such losses with hunger, unemployment, poverty and apathy.</li></ul>



<ul class="wp-block-list"><li><strong><u>PRAYERS</u></strong></li></ul>



<p class="wp-block-paragraph">On the whole, ECCVN alongside the associations passionately praying the Plateau State Government to, as a matter of urgency, pursue both legal and restorative justice by ensuring that:</p>



<ul class="wp-block-list"><li>The natural and traditional rights of the victims of land grab should be respected, guaranteed and enforced under the extant laws of the land;<ul><li>An express order of evacuation be made to all illegal occupiers and users of lands, dams, ponds, streams, homes and other properties;</li></ul><ul><li>A machinery be not only put in place to identify lands and properties grabbed and the trespassers, but a means also be devised to guarantee the protection of victims upon return to their homesteads;</li></ul><ul><li>For the losses and disruption on account of land grab and annexation of other properties, a <strong>Technical Committee of Valuers</strong> be constituted in order for adequate financial compensation be recommended for payment by culprits, occupiers and government to victims;</li></ul><ul><li>All customary lands should be duly registered and documented, under the law of the land;</li></ul><ul><li>Where necessary, <strong>Forest Rangers and Livestock Guards</strong> should be constituted, reactivated, strengthened, empowered and integrated with <strong>Land Administration Protocols of Government</strong>; and</li></ul><ul><li>Any other step/prayer deemed fit in the circumstance(s) of this petition.</li></ul></li></ul>



<ul class="wp-block-list"><li><strong><u>CONCLUSION</u></strong><ul><li>It is the firm belief of the petitioners that Justice remains the bedrock of peace, progress and development in all human societies. Therefore, the Plateau State Government and all its agencies owe all citizens who have suffered the menace of land grab and other crimes the duty of upholding justice in the face of this evil and man’s inhumanity to man.</li></ul></li></ul>

<p class="wp-block-paragraph"><strong><u>CLARION CALL FOR REPLACEMENT OF OPERATION SAFE HAVEN (OPSH) WITH MOBILE POLICE FORCE IN VILLAGES AND COMMUNITIES OF RIYOM DISTRICT, RIYOM LGA</u></strong></p>



<p class="wp-block-paragraph">Despite the deployment of security operatives under Sector 6 of the Operation Safe Haven in Riyom LGA, so many lives continue to be lost under very suspicious and painful circumstances. In 2018 for instance, Tanjol and Tarai hamlets of Jol Community of Riyom LGA were overran, 12 people massacred, 13 others injured and over 25 houses in addition to a worship centre razed down by suspected Fulani militia in which some security operatives of Operation Safe Haven were alleged to have fully participated in the onslaught (see &nbsp;petitions to this effect written by the <strong><em>Emancipation Centre for Crisis Victims in Nigeria-ECCVN dated 26/10/2018 </em></strong><em>and<strong> Jol Community Development Association-JOCDAC dated 22/10/2018 </strong>and<strong> 2/2/2019</strong></em> respectively). In the same manner, the killing of 3 youths out of 17 arrested alive in Kwi Community of Riyom LGA readily comes to mind (see <strong><em>Complaint Letter by the Kwi Community Development Association dated 26/4/2019</em></strong></p>



<p class="wp-block-paragraph">Again, this petition is impelled by another case of callous murder suspected to have been carried out by security operatives of <strong><em>Sector 6 of Operation Safe Haven</em></strong> stationed at Ra-Hoss Community where <strong><em>Mr. Titus John </em></strong><em>and<strong> Iliya Dalyop of Kum village of Riyom LGA</strong></em> were brutally killed during an armed invasion of Kum that took place on the 14<sup>th</sup> day of July, 2021.</p>



<p class="wp-block-paragraph">Following the above unacceptable incidences, we the Berom Women Development Association-BEWDA Riyom District will continue to protest the killing of innocent people within our communities and villages by those who have the responsibility of protecting them in the first place. &nbsp;BEWDA hereby <strong>DEMANDS</strong> and shall continue to demand justice for their lives, families and dependants.</p>



<p class="wp-block-paragraph">In addition, we have lost faith in the impartiality and professionalism of security agents especially, Operation Safe Haven. Therefore, we call on the authorities concerned to immediately replace the said Operation Safe Haven operatives preferably with a <strong>Mobile Police Force</strong> who we expect to be impartial, transparent and professional in the discharge of their duty in and around Riyom LGA.</p>



<p class="wp-block-paragraph">In conclusion, BEWDA Riyom District passionately looks forward to your prompt response on this matter of urgency as this will help to deescalate the rising tension and insecurity being experienced in the general area. Finally, we want to assure all that BEWDA stands for justice, peace and harmonious coexistence in Riyom and indeed, Nigeria at large.</p>

<p class="wp-block-paragraph">CALL FOR INVESTIGATION AS A MATTER OF URGENCY!!!</p>



<p class="wp-block-paragraph">COMPLAINT OVER UNPROFESSIONAL CONDUCT EXHIBITED BY DIVISIONAL POLICE OFFICER OF RIYOM LGA; BIAS ACTIONS AND INACTIONS.<br>In view of the aforementioned subject matter, the Berom Educational and Cultural Organization (BECO), hereby state and/complain as follows:-</p>



<ol class="wp-block-list"><li>It’s within public knowledge that almost all villages and communities of Riyom and Barkin Ladi LGAs have had several painful experiences of spade of armed invasions and other forms of hostilities orchestrated by Fulani killer herdsmen and their cohorts at one point or the other.</li><li>With relative but fragile peace being enjoyed from last year, 2019 to-date, natives of the Local Governments have continued witnessing diverse unprovoked acts of aggression, mischievous grazing and other terror attacks attributed to the ongoing criminal activities of the Fulani militias in territorial expansionist agenda, publicly displayed with no restraint at some points.</li><li>That the Nigerian Police Force, an agency of Government saddled with responsibility of guaranteeing protection of lives and properties as statutorily provided, appears to have been dragged to the mud by conduct of the Divisional Police Officer of Riyom LGA, in the following circumstances-<br>a. On 28th day of September, 2019, Messrs. Solomon Miango, Dachollom Madu and Dagul Davou, returnee IDPs of Daku hamlet in Jol Community were ambushed and shot dead by identified Fulani militias namely Jamilu Isa and Safiyanu Musa whose names were mentioned by Mr. Dachollom Madu to Investigation Police Officer of Riyom before the former gave up his ghost. The incident which the DPO was not only informed, but the stakeholders of Jol Community, during a courtesy visit to the Divisional Police Officer, re-echoed same and demanded for arrest as well as prosecution of the said killers where necessary. Dishearteningly, the community has been kept in limbo as no information as to effort being made to effect the arrest of the terror elements mentioned nor arrest of Fulani leaders in order to trail/fish out the attackers.<br>b. On 11th day of February, 2020, Emancipation Centre for Crisis Victims in Nigeria-ECCVN petitioned the Commissioner of Police through the DPO on the incident of land grabbed by Fulani herdsmen, expecting a swift preliminary investigation which has not only been halted, but the DPO has out rightly failed to comply with directive from CIID demanding for transfer of the case file as well as two suspects arrested in connection with the said crime.<br>c. That on 20th April, 2020 an identified Fulani herder namely Ya’u mischievously mowed down Banana trees belonging to Da Dalyop Dantong of Kyeng in Bachi District, Riyom LGA which was duly reported to the Divisional Police Headquarters of Riyom LGA for prompt action after plea, but silence from the Police became the reward gotten by the victim.<br>d. That on 31st May, 2020, Mr. Bulus Chuwang of Wereng Community was attacked by armed Fulani militias during which he was robbed of his #180,000 aside injuries sustained. The matter was reported to Divisional Police Headquarters of Riyom, hoping to see assiduous steps taken towards arresting the suspects whose phones were picked at the scene of the attack, but no further effort has so far been made (not even arresting the Fulani’s leaders in order to fish out the attackers).<br>e. That on 9th June, 2020, Mr. Dachung Mwadkon (former Acting Traditional Ruler/Gwom Wereng), Mr Samuel Dom (Wereng Community Development Chairman), Mr Jatau Davou (Ward-Head) and Mr. Felix Pam (Youth Leader) were arrested and whisked away to Bukuru Police Area Command, where they were detained after having been peacefully invited to Riyom Divisional police Headquarters through phone-call by the Divisional Police Officer (DPO) of Riyom Local Government over a purported assault on one Fulani herder by yet to be identified persons. The arrest and detention took place after the incident captured in the preceding paragraph. No Fulani leader was arrested in order to fish out the attackers even though one suspect was arrested and released after investigation revealed him not involved in the said crime. It’s also stated as follows-<br>i. The detainees, out of threats and undue pressures, humbly pleaded for time to enable them make necessary local findings to fish out the actor of the said assault since they are peace loving people who undertook to assist the Police in the look-out, but all pleas fell on deaf ears, as the DPO remained resolute and adamant on detaining the said community leaders who had no link to the assault committed.<br>ii. That arresting and detaining them will make the culprit surface to the Police.<br>iii. That in spite of passionate plea, the 4 community leaders were arrested and whisked away to Bukuru Police Area Command, where they were detained and released on bail the following day.<br>iv. That the 4 remained in incarceration with threats of continued detention and torture if the culprit does not surface.<br>f. That on 24th day of June, 2020, Mr. Obed Pam spotted Cows grazing on farmed crops while the Fulani man stood by without chasing them away which impelled the former to drive the said Cows. As a result, a physical scufflle ensued between them leading to mild injuries on 4 Cows which the Divisional Police Headquarters of Riyom compelled Mr Obed Pam to pay a sum of #25,000 (Twenty Five Thousand Naira only) to the Fulani.<br>g. Dishearteningly on 27th June, 2020, a group of armed Fulani herdsmen attacked 5 youths namely, Pam Yakubu, Chomo Pam, Isaac Dung, Paul Pam and Irmiya Ezekiel of Kum village at mining site, resulting into varying degree of injuries sustained by the 5 unsuspecting youths. The incident was reported to the DPO who promised to take action but nothing was done about it. Coincidentally, one of the attackers was identified at the Divisional Headquarters of Riyom on July 20th, 2020 where 333 Cows were apprehended at Kum village grazing on 19 farmed crops. He was arrested but later released further action.</li><li>The above instances among others necessitated our writing this petition over the biased disposition of the DPO thereby eroding public confidence reposed over time on the Nigerian Police Force-NPF as an agency of government saddled with responsibility of protection of lives and properties accordingly.</li><li>That in order to save the long-held outstanding image of the Nigerian Police Force from being plunged into the mud of sentiments and other forms of compromises, urgent action ranging from discreet investigation, redeployment and/or other disciplinary measures be taken, if this petition is found weighty. We also demanded that-<br>a. Investigation, sanction and also removal/redeployment of the DPO of Riyom from Riyom LGA if found wanting by virtue of this complaint against him.<br>b. Discreet investigations as stated herein be revisited to unravel activities of criminal elements in the forementioned areas/formation for necessary disciplinary actions in accordance with provisions of the law.<br>c. Arrest and prosecution of all suspects of both terror attacks, land grabbers and other crimes associated with aggression.<br>d. And any other measure deemed appropriate in the circumstance.</li><li>The germane questions to ask are-<br>a. Was the DPO’s inaction over the call for the arrest of killers of the 3 returnee IDPs of Daku hamlet in Jol Community, Riyom LGA not compromising?<br>b. Isn’t the DPO’s failure to both complete investigation and/or transfer the case file with 2 suspects arrested in respect of the petition as in paragraph 3(b) above not a dereliction of duty and defiance to CIID’s directive respectively?<br>c. Whether or not arbitrary arrest and detention of former acting traditional ruler and 3 other elders of Wereng Community in order to fish out unidentified suspected indigenes over a purported assault said to have been occasioned by the latter not a flagrant violation of fundamental rights to their dignity of human person and personal liberty in spite of undertaking to assist the Police in investigation to trail the culprit?<br>d. Assuming but not conceding that arrest of community leaders in order to fish out criminals is proper, shouldn’t leaders of Fulani have been arrested too, so that they could be compelled to produce perpetrators of crimes committed as stated in paragraph 3 (c), (d,), (e) and (g)?<br>In view of the above issues among others that the DPO unprofessionally exhibited biasness, BECO becomes much apprehensive with these developments whereof lives and properties of the Beroms are not equally accorded unbiased attention and treatment as publicly mandated by law. For it will certainly not guarantee peace and tranquility in our society if this kind of unethical conduct is not timely curbed down. Sir, it will serve the interest of justice, fairness and public peace as well as security if this urgent call for your intervention is duly given a consideration with alacrity so that justice without element of sentiment would be said to have been done to all manner of persons irrespective of ethno-religious affiliations.</li></ol>

<p class="wp-block-paragraph">Reference is hereby made to the above subject matter, Jol Community Development Association (hereinafter referred to as ‘’JOCDA”) hereby complains and states as follows:</p>



<p class="wp-block-paragraph">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; That Jol Community is one of the 8 Wards that constitute Riyom District of Riyom Local Government Area, Plateau State.</p>

<p class="wp-block-paragraph">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; That prior to terror attacks meted on it by suspected armed Fulani militia, JOCDA had 16 hamlets which were Dakar, Daku, Danjol, Darel, Darin, Darwat, Davwak, Fass, Hywa, Lotton, Rankum (Mahanga), Rot-Chun (Rafin-Acha), Tanjol, Tarai, Tashek I &amp; 2, but now reduced to 7 by displacements of inhabitants of- Dakar, Daku, Darel, Darin, Davwak, Fass, Hywa, Rankum (Mahanga), Rot-Chun (Rafin-Acha) and Tashek 2 as a result of unabated terror attacks from 2001 to date.</p>



<p class="wp-block-paragraph">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; That 3 of the remaining 7 hamlets have been partly displaced excluding Lotton, which recently returned after a total displacement in 2014.</p>



<p class="wp-block-paragraph">4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; That the Community has lost over 140 native inhabitants, hundreds injured, thousands displaced, valuables worth Millions of Naira to the Fulani’s continued aggression and mischievous grazing daily visited on the surviving natives. Pitiably, vast lands of the host community (Jol) has been forcefully taken over and occupied by the Fulani thereby impoverishing the victims whose economic potency crippled.</p>



<p class="wp-block-paragraph">5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Among the hamlets completely sacked and taken over by the attackers is Rankum, which has &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; been renamed “Mahanga village”, where your good offices sited a project of “Construction &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; and Furnishing 12 Classrooms Block with VIP Toilets”, an action that informed this petition.</p>



<p class="wp-block-paragraph">6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Surprisingly, the project was contracted and executed without due consultation with either the traditional ruler of Jol community, District Head of Riyom LGA, His Majesty, the Gbong Gwom Jos and Chairman Traditional Council of Plateau State, Local Government Council or other critical stakeholders for their information and input which would have cautioned as well as guided against siting such on land grabbed by way of armed invasions, especially as the sacked inhabitants are very much alive.</p>



<p class="wp-block-paragraph">7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; That JOCDA has tirelessly been calling on appropriate authorities to come to its aid with the aim of regaining possession of the land grabbed (Rankum inclusive) precipitated by terror attacks as veritable tool for acquisition of land contrary to stipulated statutory provisions, but to no avail.</p>



<p class="wp-block-paragraph">8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Note also that the speed at which the construction was done within a very short time raises a lot of suspicion that the fact of this development was being railroaded in order to foist a fait accompli on the local community.&nbsp;</p>



<p class="wp-block-paragraph">9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Going by the above sad developments, it’s deducible that the rationale behind the continued attacks on Jol and its environs is no other than ethnic cleansing and territorial expansionist agenda of the Fulani which has become routine atrocious circle ceaselessly being meted out for brazen attraction of privileges from your office and other Government institutions/agencies.</p>



<p class="wp-block-paragraph">10.&nbsp;&nbsp;&nbsp; In the last 2 years, there were incessant aggressions on daily basis. Consequently, loss of lives and properties with attendant traumatic experiences became the order of the day, leaving the locals in a state of deep fear of another armed attack that is currently looming up in recent times, immeasurable distorted livelihood and social realities as a well perpetual fear arising</p>

<p class="wp-block-paragraph">Sir<br>PASSIONATE APPEAL FOR HUMANITARIAN AID AND STATIONING OF SECURITY PERSONNEL AT TUMBORONG COMMUNITY, GANAWURI OF RIYOM LGA, PLATEAU STATE<br>It is within public knowledge that a terror invasion was unleashed on Irigwe native inhabitants of Tumborong community of Ganawuri District, Riyom Local Government Area of Plateau State by suspected armed Fulani herdsmen in broad daylight of June 17th, 2019 at about 12;00 noon or thereabout. As a result, 4 persons alongside one security agent were gruesomely murdered, one person gravely injured, at least 50 houses including two Churches (ECWA and Roman Catholic Church) completely razed down, valuables worth millions of Naira completely set ablaze, and some domestic animals carted away by the militia marauders who are said to have numbered in hundreds sophisticatedly armed with assorted modern weapons.<br>&nbsp;The fierce attack, which lasted for about 4 hours unabatedly, also led to displacement of 103 households with population of 631 people (children-417, women-127 and men-89) who have not yet received a considerable/reasonable humanitarian intervention but no psycho-social support of any form as at 19th day of June, 2019, thereby subjecting them into a serious depressive state, starvation and more traumatic situation at this time that the affected community needs urgent attention and intervention.<br>It has been equally gathered that, having been placed in a most disadvantaged state of live thereby making the community very vulnerable of more attacks in view of the fact that only few locals are on ground without any presence of security station therein. This is very alarming with high degree of porosity, which invariably instills perpetual fear of another invasion at will of the merciless attackers as expressed by Mr. John Giwa (Tumborong’s Youth Leader) during on-spot assessment and situation analysis visit to the scene of the incident by Emancipation Centre for Crisis Victims in Nigeria (ECCVN) on 19th day of June, 2019.<br>In view of the aforementioned plight and predicaments of the affected community knowing well of your previous interventions timeously staged in relation to distressed situations as this, it is passionately solicited for and on behalf of the locals as follow:<br>1.&nbsp; &nbsp; &nbsp; Deployment of security agents thereto as panacea to forestall further invasion of the community. This will greatly encourage the locals who have fled to return and continue with their farming activities;<br>2.&nbsp; &nbsp; &nbsp; Provision of relief materials, especially foodstuff, fertilizer and roofing materials which will go a long way to cushion the pathetic man-made hunger and sheltered challenges arising from the attack;<br>3.&nbsp; &nbsp; &nbsp; &nbsp;Psycho-social support and trauma counseling for the affected victims;<br>4.&nbsp; &nbsp; &nbsp; A Panel of Inquiry be constituted to ascertain not only the perpetrators and their location, but also the immediate and remote cause of the terror attack so that appropriate action(s) could be taken; and<br>5.&nbsp; &nbsp; &nbsp; Any other intervention/measure that is deemed necessary in the circumstance.</p>



<p class="wp-block-paragraph">Finally, ECCVN passionately appeal to your good offices which have been known for immediate response and interventions in situations of this nature to step-up action as statutorily obligated and morally required, believing herein that this request will be accorded necessary attention in relation to the pressing needs of the community.</p>

<p class="wp-block-paragraph">A CALL FOR&nbsp; RELEASE OF 17 LOCALS ARRESTED BY MILITARY PERSONNEL OF OPERATION SAFE HAVEN IN KWI COMMUNITY OF RIYOM LOCAL GOVERNMENT AREA, PLATEAU STATE</p>



<p class="wp-block-paragraph">The above subject matter referred to wherein it is petitioned for and on behalf of 17 locals of Kwi Community of Riyom Local Government Area one of whom is from Tapo Community of Heipang District, Barkin Ladi LGA of Plateau State who were arrested by your personnel in Kwi Community on Sunday 21st April, 2019. It is hereby stated as follows:</p>



<ol class="wp-block-list" type="1"><li>It is a known fact that Kwi community has been subjected to a theatre of incessant attacks by armed Fulani herdsmen for over a decade. As a result, Government, in its wisdom and primary responsibility of protecting lives and property, deployed security agents there to protect the area/locals from any further aggression.</li><li>Undoubtedly, the Community has obviously cooperated with the Security agents in all ramifications provided by law until 21st day of April, 2019 when an ambush was carried out on two locals of Tapo hamlet of Heipang District by suspected Fulani herdsmen at about 8:00pm or thereabout along Kwi-Heipang road leading to the gruesome murder of Mr. Dauda Yakubu Rwang while Mr. Yakubu Chuwang Bot narrowly escaped into a nearby forest.&nbsp;&nbsp;</li><li>&nbsp;At the escapee’s hideout, he called vigilante of Kwi community through phone for speedy rescue mission, and the Vigilante alongside some locals swung into action by rushing to the scene of the incident after security agents were immediately informed.</li><li>&nbsp;On getting to the scene, the attackers/assailants had already fled but Mr. Dauda Yakubu Rwang was found dead as a result of many cuts sustained from the attack suspected to be Matchet/Knife cuts.</li><li>While the vigilante in company of other locals were still at the scene of the incident waiting for Military presence for possible evacuation of the dead person, personnel of Operation Safe Haven stationed in Kwi later on arrived the scene of the incident about One and half hour after the tragic development.</li><li>On arrival of the Security agents, they ordered that everybody should lie down after which the 17 locals and or/vigilante were arrested and are currently under the detention of Operation Safe Haven leaving behind the dead body of Mr. Dauda Yakubu Rwang unattended.&nbsp;</li><li>It is pertinent to note herein that the Personnel of Operation Safe Haven revisited the scene of the incident on 22nd day of April, 2019, evacuated and handed over the dead body of the deceased person to the Tapo community for burial.</li><li>Following the arrest of the 17 Vigilante and /or locals who went on the rescue mission, Kwi Community has made frantic efforts to ascertain the rationale behind the arrest and continued detention of the 17 persons by the Operation Safe Haven but has not yielded any result.</li><li>The names of the people arrested are as follow:</li></ol>

<ol class="wp-block-list" type="1"><li>Perplexingly, on Wednesday 24th day of April, 2019, the Operation Safe Haven’s Unit in Kwi unceremoniously left their base without any information to the Community leadership, thereby exposing the vulnerable community into possible terror attacks/aggressions.</li></ol>



<p class="wp-block-paragraph">Following the aforementioned trends, it is therefore requested as follows:</p>



<p class="wp-block-paragraph">a.&nbsp; &nbsp; &nbsp; Release of all the above named persons arrested and currently detained by Operation Safe Haven, for such continued incarceration is a flagrant violation of their fundamental rights as enshrined in the 1999 Constitution (as amended).</p>



<p class="wp-block-paragraph">b.&nbsp; &nbsp; &nbsp; The return of the withdrawn Unit of Operation Safe Haven to Kwi Community having been identified as a security flash point.</p>



<p class="wp-block-paragraph">c.&nbsp; &nbsp; &nbsp; The return of all the Motorcycles and other items carted away by the Security agents during the arrest of the affected persons.</p>

<p class="wp-block-paragraph">Following an armed attack meted out on Rakok village of Ropp District in Barkin Ladi LGA by suspected armed Fulani herdsmen on 13th day of March, 2019 as a result of which two children namely Samson Yusuf Nuhu and Angel Yusuf Nuhu aged 9 and 7 respectively were severely injured and rushed to Barkin Ladi General Hospital and afterward transferred to Jos University Teaching Hospital (JUTH) where they are presently on admission, Emancipation Centre for Crisis Victims in Nigeria (hereinafter referred to as “ECCVN/Centre”) hereby writes imploring your rapt intervention through financial assistance to enable the family not only offsetting all pending hospital bills incurred, but also payment of other medical treatments on the two children especially Angel Yusuf who is about undergoing surgery arising from bullets of gunshots unleashed on him on that gloomy day.</p>



<p class="wp-block-paragraph">A prompt response to this pressing call for assistance in a sum of #400,000 (Four Hundred Thousand Naira only) will greatly consolidate on your usual humanitarian intervention programs objectively outlined in bringing succor to victims of humanitarian crisis at this juncture that they are in dire need of medical attention for sustenance of right to life and enjoyment of same pending when anticipated intervention for their total liberation is deliberately brought to lamplight.</p>

Interestingly, it is pertinent to bring to your notice that ECCVN will be enormously elated to be intimated on every level of your step-up response which forms part of its co-values.
